So what about mods that use another modder's content? Who gets paid then?

Or better yet, mods that use content, such as armor textures or characters, from another game (Like Cloud modded into Skyrim, for instance)

Its not even DLC, you have almost no clue what the quality of your mod would be, and it completely ruins the modding community

You're right. Someone could release a mod that claims it adds a new storyline but, have the mod only add a reskin for a weapon and charge$10
