Most parking structures i have used have speed bumps. These could be useful within the structure, it seems that it would be easy to design a countermeasures to easily deter the use of these in theft.

A small dip on the exit of the parking garage would stop these, a speed bump by the exit would stop these, the tire shredders that keep people from going the wrong way into the parking lot would stop these. The ground clearance and break over angles are near zero.

I remember being baffled at the tire shredder things the first time i was in CA until i saw the sign warning about damage. They really do not exist in the Northeast, guessing because they could freeze in the up position in winter meaning even a driver following the arrows would have problems.

There are two main types, moving and stationary ones. The stationary ones keep people from entering the exit and bypassing parking, they would be fine in the northeast. The moving ones are generally there to stop people from entering/leaving without paying.
