That's pretty much how it actually works. It has nothing to do with the book being good. You sign a contract saying you'll flog however many copies of the book.
If you're a politician you might not spend your own money. "A campaign could purchase bulk copies of the candidate’s book where the purchase is solely for the purpose of distributing books to campaign contributors and supporters, and the candidate would not receive any royalties attributed to the purchase." https://www.fec.gov/help-candidates-and-committees/making-disbursements/personal-use/
And then they return them all to the publisher, after which those books get either remaindered or destroyed! It's a perfect system since no one has to actuality read that trash!
Back when vinyl records were still the thing, labels would ship tens of thousands to my store then pick them up a few days later. Billboard is based on records *shipped*, not *sold*. Anything even remotely related to Billboard charts is fake.
