"Focus on the positive uses" meaning focus its development and funding on these, yes. This is fantastic. Doesn't mean its negative uses aren't negative.

Also it's as much "AI" as anything else that does pattern recognition paired with machine learning. IE, a writer that doesn't know what AI is called it that because the term gets hyped by AI promoting bots and gets clicks.
