For that era you've also got to consider the system's ability to make use of that data it's reading, or send data fast enough and consistently to write at that speed. Similarly before gaming went 3D, one of the reasons you'd upgrade your graphics card or get an accelerator was for MPEG decoding, as CPUs couldn't keep up even if you could read a movie fast enough.

Yep. It would throttle the CPU down to make it compatible with older software that couldn't handle modern (at the time) processors. It would force your CPU to underclock and slow it down enough that the older programs could run properly.
