Personally, I think fighting mass data collection is virtually impossible. But I wouldn't sneer at a bill that makes it harder for companies to do it.

Outright forbid it. Scaling penalty by 0.1% of net income if violated. Each violation adds up. Cars have exactly one situation where it is ever necessary to send data: in an emergency. And that data consists of "location", "severity" and "number of people" in the car.
