Problem is, there's a solid case to be made that legislation and oversight should halt or slow down the inefficient current practices until water cooling and renewable energy tech can catch up and it can be implemented more responsibly.
I prefer erring on the side of safety and not risking waiting to see whether they deliver in time to prevent very significant damage to people or ecosystems.

Speaking as a pragmatist tho, there is no stopping the way it's being trained. Even with legislation, other entities will continue the unethical training to stay ahead in the race.
It sounds like giving up, but I think it's more productive to figure out how to best adapt to the new normal instead of protesting it or trying to prevent it, only because I don't see how that would be possible for the short/long term.
