It was in the ground near old sprinkler system. Screwed into something underground that I have not dug up.… The house is 100 years old in the NW USA for some reference.

That's an eyebolt. Likely screwed into a nut with some big thick washers still in the ground. Could have been an anchor point for any number of things.

The yard ignition was replaced when we moved it, so I know it's not that! I am leaning towards the grounding rod theory.

Grounding rod for the house wiring. Look for a copper wire in the ground leading to the electrical panel. Very important.
