it more likely has 317 stamped on it and is a variable power supply. if it was a 78xx there would be no need for the variable resister on the front. where as a LM317 does allow for variable ouput

I believe they both can be used for the variable power supply. There are examples in some of 78xx datasheets. The work logic is the same. LM317 is probably better in this regard, but 78xx is more abundant.
