Exterior window sill?

Cap it with aluminum, the slot at the bottom of the window is there to accept the capping.

Looks like a 2x that they painted white and nailed to the window as a sill

Is it really that bad? Is the wood rotting? Else sand it down to the bare wood, chisel out any parts that are loose or too worn and use a two-component filler to reconstitute it. A new layer of paint and it will do for at least another 5 years.

You can't easily replace just the sill without wrecking the whole window frame. The trick is to make a new sill with some new pieces of vertical posts on it. Then cut both the old posts and the new ones diagonally at the same heigt (lowest point on the outside) and slide out the old and the new one in. Glue and screw into place and use filler on the joints. Sand well till the joints are smooth.
