What is up with this fence my neighbor is installing?

It is made of simtek. The guys putting it in said it is six feet tall. My neighbor is installing it. Yes, I'll ask him about the gap, but wanted the opinion of the friendly professional home repair specialists of IMGUR, who are never sarcastic or mean, and upvote freely.

My height is top secret, but that's a six foot ladder in the background. The fence is about seven feet tall. One of the workers said it is a six foot fence. Note the gap at the bottom--about six inches.

Here is a close up of the bottom bracket that holds the panels in place. About six inches off the ground. Did the installer screw up, or is there some additional special piece that goes beneath the panels and fills that gap? My neighbor is awesome, so I'm sure he'll figure something out.

UPDATE: I checked with the city and this area is a garden gnome migration path, so he is legally required to leave room for them to move through the property without being impeded.

This is what this kind of fence is to look like. Water and wind can go under it. Also allows for much easier grass trimming.
