edited to add: the message was scratched into the algae on the manatee; not into the flesh. But it’s still classified as harassment. Manatee was showing signs stress. #trump #cruel #wtf

You're right, it's seemingly just wiped away algae. Which is harassment of the manatee and carries a $50,000 fine and/or a year in jail.

It seems to be algae but harassment of these animals is still illegal as they are protected. Manatee was showing stress signs as a result.
