I have ''worked'' in the world's most boring office in the world for almost 28 years, and most of that time was spent napping at a convenient toilet cubicle.
I have done this at several jobs working nights or weekend shifts. Shockingly under the desk was more comfortable than in the car, and if the phone rang I wouldn't miss it.
Only partially true, they still have to follow regulations. But there's some kind of paperwork to do with injury they don't have to worry about. Some low-risk businesses don't get inspected often/if at all, so they may cut corners.
It's a management style based on moving around the workplace and interacting with employees in a less formal/structured manner than you get in a meeting. Good for understanding employee issues.
The management by wandering around, also management by walking around, refers to a style of business management which involves managers wandering around, in an unstructured manner, through their workplace at random, to check with employees, equipment, or on the status of ongoing work ( -from Wikipedia) doesn't seem to be American english, and that's okay.

Naps are nice but I've seen how easily lease operators & "contractors" will let you get brutally maimed or killed(if you're lucky ) god damn ive seen enough shit to know that it don't matter who you are or what you do, the scab outfits out there may or may not just end up killing you any which way .... Funny part is that I said never again just cause I knew being gay around oilfield trash is pants on head stupid. 1/
