I keep a phone with no service connected to my wifi, and a dedicated email I otherwise ignore for things that need an app like this. It is only turned on to download or adjust the app and stays off otherwise.
Why does a lamp need an app? The only benign thing I can think of is if some developer got a bit too smart trying to automate it for sunset/sunrise, and put the permission as a 'need' instead of an optional thing only if you use that function
I've got a Logitech mouse, and the app associated with it, that allows battery level monitoring and customization of the buttons, refuses to load without allowing access to customer location.

There are some LED lamps/bulbs that can on/off, timer, dim or change color with an app, but even those don't need email and location.

BLE - low energy bt communication is under the location permissions because Google is Google
