yes. BUT planting a buttload of trees in every possible space we can (IE rooftops, between roads, etc) would be a HUGE step in the job!
it would also be (comparatively) quite cheap compared to some of the other necessary 'fixes' needed. Don't discount it so quickly!
added to note, that adding trees, if only along roads and if only so the treetops provide 40-ish% cover, would drastically reduce the temp
in the neighborhoods they are planted. Which reduces energy use for air conditioning, less water required for lawns, etc.
