I have a brand new computer, only a week old, and every now and then it stops drawing the contents of windows. I had the computer built custom by a company, so I'm also reaching out to them for help, but I would appreciate any advice I can get.

I can still open and close apps (This is Steam opened in front of explorer and the "Getting a few things ready" app is trying to create a Win10 USB installer because I'm going to try re-installing windows).

I can even interact with the windows. Here I'm clicking on the "File" menu and I can see it doing the fade animation as it goes away. Obviously I can see the drop shadow around the window as well and that makes me think I'm only seeing the "Hardware Accelerated" layer or something, while normal screen draw is frozen.
Anyone have any clue wtf is going on? I'm sure some driver or something is crashing, but I don't see any crash reports. My father-in-law thinks I have a bad graphics card and it will need to be replaced... tbh, I hope not.

Windows 10 is all up to date and doesn't do anything special when I tell it to check for updates. I've followed several different self help docs & articles with no results. The computer always reports that everything is fine and no problems were detected. Of course, I can never do that AFTER the graphics issue appears, only before.
