I think it's the angle of the edges. If you took the bottom one and lined up it's top corner with the upper arc's top corner, you would see them as a similar size.
Not sure but I think it has to do with the lower arch being further to the right. We see the straight line of both arches on the left so perceive it as connected & even but really the whole arch is shifted to the right. If you put a big (mental) spot on the top left corner of each and then think about the distance of those spots, mentally move the lower arch to align with top.
I feel that shapes for products we buy in large chain box stores are exploiting this optical fact, in order to hide the downsizing of whatever it is that they sell.

The paper change on the last pack I got was insane. How are you supposed to wipe your ass with paper that thin?

One is orange, one is red. Look at the far left. The slices align going up-left don't they? That's how it tricks your brain. Your brain thinks "oh hey they align!", but they don't. Because on the far right it's way offset isn't it? Mentally rotate that top slice rightward, so it sits exactly above the bottom slice
If I keep staring at the original and notice the piece out of the corner of my eye it helps, but the instant I look over it switches and I can't get it to change back until it restarts
Your eye interprets colors based on averaging and also context. The background lighting in the different squares changes your perception between one being a black/blue dress in bright light, and a gold and white dress in dark lighting.
