Noise. Cancelling. Headphones. I swear, I don't understand how people lack the capacity for preparation and the empathy to understand the baby can't help it. This is something that I literally would have never thought about complaining.
I think there's no problem with complaining about it to your friends/family later. Whining about unpleasant experiences is a time honored bonding exercise, especially if those unpleasant experiences were endured in the service of visiting the people you're complaining to. Complaining to the flight attendant or, worse, the parent is wildly out of line. As you say; the baby can't help it, they're going through their own unpleasant experience. And, as you say, noise cancelling headphones are great.
For a group of people that try to preach about empathy, they surely complain a lot about trivial shit. I never flew with my kids because my two youngest are little terrorists. Well, one is ASD2, so yeah, that makes sense, but my youngest is a ball busting son of a bitch sometimes. If I had to fly, I would have done my best...like I'm sure most parents are doing.
And maybe the person having a bad day is dealing with their own crying baby. So thinking about someone who only has to deal with one for a couple hours is hardly uplifting.
